The Finance Division has ordered the government payroll system to implement the upgraded salary grade after months of delay.

Government primary school head teachers will now receive salaries under Grade 10. The Finance Division issued an order on October 6 to implement the upgraded grade.

The order came nearly 10 months after the posts were upgraded to Grade 10. The Implementation-2 Sub-Division of the Finance Division issued the order on Tuesday.

Senior Assistant Secretary Fatematuz Zohra signed the order. It asks the authorities to update iBAS++, the government’s payroll software, to calculate head teachers’ salaries under Grade 10.

The order also addresses salary arrears due under the upgraded grade. Head teachers will not receive arrears for any period before the Government Order, or GO, was issued by the administrative ministry.

Head teachers moved to Grade 10

The Ministry of Primary and Mass Education issued a gazette notification in December 2025. It upgraded the salary grade of government primary school head teachers to Grade 10.

The decision followed a court ruling. However, head teachers had not received their salaries under the new grade because of various complications.

Under the new pay scale, the basic salary in Grade 10 starts at Tk 32,000. The highest basic salary in the grade is Tk 77,300.

Before the upgrade, primary school head teachers were in Grades 11 and 12. Their basic salaries started at Tk 12,500 and Tk 11,300, respectively, under the previous pay scale.

Under the new pay scale, Grade 11 starts at Tk 25,000 and goes up to Tk 60,500. Grade 12 starts at Tk 24,300 and goes up to Tk 58,700.

The latest order clears the way for head teachers to receive salaries under Grade 10 through the government payroll system. It also sets the rule for payment of eligible arrears.

Assistant teachers’ grade proposal remains pending

Meanwhile, a separate proposal to upgrade the grade of government primary school assistant teachers remains pending.

Assistant teachers are currently in Grade 13. Under the new pay scale, their basic salary starts at Tk 24,000.

During the interim government, the Ministry of Primary and Mass Education proposed upgrading assistant teachers to Grade 11. The ministry sent the proposal to the National Pay Commission.

However, the Pay Commission did not make a decision on the proposal. Officials said the matter was also outside the commission’s terms of reference.

The ministry later sent proposals to the Cabinet Division and the Finance Division. The proposals sought a two-grade increase for assistant teachers.

If approved, the change would require about Tk 831 crore 91 lakh in additional annual spending. The amount would cover assistant teachers currently employed by the government.

There has been no progress on the proposal so far.

More than 350,000 assistant teachers employed

Bangladesh currently has 65,569 government primary schools. More than 380,000 teachers work in these schools.

The approved number of assistant teacher posts is slightly above 369,000. More than 350,000 assistant teachers are currently employed.

Around 14,000 assistant teachers have recently been appointed and joined their posts. They are scheduled to be posted on October 11.

The Finance Division’s latest order will now allow the upgraded Grade 10 salary system for primary school head teachers to be implemented through iBAS++. The payment of eligible arrears will follow the conditions set in the order.
